Indoors, that means walking the actual space, measuring signal strength and interference floor by floor, and heat-mapping exactly where coverage holds up and where it won't. Outdoors, it means something different: line-of-sight and Fresnel zone checks, spectrum availability, terrain, distance, and weather, all worked out before a radio goes on a tower or rooftop.
